No. Parking rules are established and authorized by the property owner or authorized property manager. Utah Parking Authority (UPA) may provide professional recommendations, compliant signage, and customized parking-management strategies, but the property owner or manager retains authority over the property’s parking policies. UPA enforces the authorized and posted rules under contract and in accordance with applicable law.

Utah Parking Authority (UPA) is a privately owned parking management and enforcement company duly licensed, bonded, and insured in the State of Utah. UPA is not owned, operated, or affiliated with the State of Utah, BYU, UVU, or any governmental entity. UPA provides parking management and enforcement services under contracts with private property owners, property managers, and, when applicable, public entities.

Since its founding in 2001, University Parking Enforcement has grown from primarily serving student housing to providing parking management services for multifamily communities, retail centers, and commercial properties throughout Utah County. In 2022, following significant investments in digital permitting, license plate recognition technology, and a 24-hour Help Center supporting more than 100,000 permit holders, the company adopted the Utah Parking Authority (UPA) trade name to better reflect its expanded clientele and broader scope of services.

No. Appeals are reviewed internally by Utah Parking Authority’s (UPA) Appeals Department. Each appeal is evaluated using the available enforcement records, photographs, permit history, payment records, posted parking rules, and information submitted by the appellant. Property owners or managers may also be consulted when their authorization or property specific information is relevant to the review.

No. UPA provided permitting and enforcement services on designated Vineyard City public roadways under Resolution 2022-48 from November 9, 2022, through March 27, 2026.On March 27, 2026, UPA formally notified the mayor and City Council that it was discontinuing these services, effective immediately. UPA made this decision after concerns regarding the City’s communication, transparency, public messaging, and administration of the parking program. UPA believed incomplete or inaccurate public information had created confusion, reduced trust, and increased hostility toward its employees.UPA discontinued digital permitting, license plate recognition enforcement, SmartBooting®, and towing on City roadways. UPA also assisted with the transition to the Utah County Sheriff’s Office, including transferring applicable permit records.Contrary to some public statements, Vineyard City did not cancel UPA’s services. UPA initiated the discontinuation and provided formal written notice. This change applied only to public roadway services and did not affect separate contracts with private properties in Vineyard.

Utah Parking Authority (UPA) offers both SmartBoot® and towing enforcement options. However, UPA does not independently determine which enforcement method is used at a private property. The property owner or authorized property manager selects the parking program and enforcement method based on the property’s specific parking needs. UPA then administers the authorized program in accordance with the property’s posted rules and applicable law.

Yes. At the request of the property owner or authorized manager, Utah Parking Authority (UPA) provides legally compliant parking signage and enforces the property’s posted parking rules. UPA serves large retailers with restrictions against overnight or nearby residential parking, restaurants with current customer only parking, smaller retail centers with time-limited parking, and mixed-use residential and commercial communities requiring customized parking strategies. All enforcement is performed under contract and in accordance with the property’s posted rules and applicable law.
